there is no Data Flow Analysis available from the menu unless GDPR ist enabled in the General Attributes.
No add new Analysis is shown:

ps. some changes are completed and will be made next week, it is mostly about not forcing users to record risks.
OK, I found it.
It was not clear to me that I had to open the General Attributes and “Save” without any changes to enable the Data Flow Analysis.
Yep - is not clear! always keep an eye on the documentation!
