Feature - auto stop upon OA submission

On e3.24.0:

• when i start a OA
• and the recipient answers all questions and “Submits”
• the OA automatically goes to “Stop” status

the change we need is:

• when i start a OA
• and the recipient answers all questions and “Submits”
• the OA automatically remains on “Start” status
