I would like to have bulk upload feature for support contract through a CSV file.

If we implement some feature you requested you will get an email about it.
There is also a release post every time we have a new release, you will find it there, too.

Unfortunately, this issue never made it into a release. Therefore, no, these sections do not have import functionality.
