Feature - migrated settings module

As part of the migration of the UX, we have also included the settings module which today looks like this:

The new design is nicer, it will also allow users to define ACLs (access permissions) so you can limit who access user creation, group management, acl management and visualisations. This is important, today only admin can do all this, from now on you will be able to delete such functions to other users.

At a later stage we will include CRUD actions for user and group management over rest apis and the creation of accounts based on predefined profiles.

This is already built and went through a few rounds of testing, is looking good
